Terms of Reference

Purpose

The study shall show the value of a national network of health libraries, clearly define stakeholder benefits, and recommend strategies upon which to proceed.

Scope

The study shall be concerned with the development of a National Network of Health Libraries which would support increased and equitable access to print and electronic health information by the Canadian health care community, consumers and information professionals.

Specific Function

For this purpose, the study shall develop:
    A clear and full definition of the concept, including identification of key components of the network, organizational structure, management accountability, roles and responsibilities, and linkages to other information-based health organizations, both national and international, (e.g. CIHI, CISTI, CLA, CHLA/ABSC, NLM, etc.).
    A concise analysis of the benefits of such a network and how it would contribute to the well-being of Canadians and increase the quality of health care. The question of the value-added over existing resources and services is to be addressed.
    A financial statement, including projected start-up and operating costs, and identification of alternative funding sources and mechanisms.
    A rationale and detailed strategic plan for how to proceed with the implementation of a national network of health libraries and an estimated time-frame for establishing the network.

Reporting Relationship

The principal investigator shall report and make recommendations to Ms. Elayne van Snellenberg, Director, Policy and Development Division, the Office of Health and the Information Highway.

Deliverables/Time-Frame

The study shall be conducted over the period of three months at a maximum cost of $25,000 exclusive of GST. A project outline will be provided within 30 days. The report, including recommendations, will be delivered within 90 days in a bound print copy and in an electronic form (WordPerfect or Microsoft Word).
