Is Visio the best tool to use for specs?  What is best for overall team development?  Any free ones? [most of this is determined by what organization has already or what individuals already know how to use]

How is Visio different  from Word or Dreamweaver? (Word very limited functionality for design; Dreamweaver is an implementation tool; Visio is a design tool)
