DLs (like most things) are context bound (content, resources, technologies, etc.)
There are many models for DLs and for CD policies

Will IP issues forever constrain DLs?

How can you annotate/link an entity without augmenting integrity? (a link is an editorial act)
How long will it take for practices, standards, and policies to coalesce?
