Pace, Andrew K. The Ultimate Digital Library: Where the New Information Players Meet.  Chicago:  American Library Association, 2003.  Z678.9 .P26 2003. 

This book looks at the various players that digital libraries have to interact with, and what can be improved in those interactions.  While assuming a little knowledge on the subject, it is easy to read, and provides information not just on the stated subject, but also on the role that libraries need to play in terms of ethics.

Good collection of articles, but focused on academic settings.  This covers a wider range of topics, including online reference.
