NEWSLETTER OF THE SECTION ON EDUCATION AND TRAINING ____________________________________________________ No. 2 January 1997 ____________________________________________________ EDITORIAL Despite our best efforts, it appears that the Newsletter for the Section on Education and Training will be published once a year instead of twice a year as we had planned. In this issue, we report news of the Section's activity from the 1996 conference in Beijing and our plans for Copenhagen and Amsterdam. We also provide a draft of our new Medium Term Programme and invite your comments on it. We anticipate a large attendance at IFLA's conference in Copenhagen from August 30-Sept. 6, 1997. It is an election year and many important issues will be decided. Please read and respond to SET's call for papers included below. Daniel Editor ____________________________________________________ 1997 CONFERENCE IN COPENHAGEN ___________________________________ "Libraries and Information for Human Development" is the theme for the Denmark conference. SET will have an open forum on Tuesday morning for invited papers. A joint workshop with the Continuing Professional Education Round Table and the Round Table on User Education on a topic related to education and training for human resources and staff development will take place. SET will also hold its own workshop and poster session on equivalencies and harmonization of LIS degrees on Thursday morning followed by a afternoon meeting with local educators at the Royal School of Librarianship, Denmark. On notification of acceptance, participants will be asked to send the completed paper in English plus one of the four other recognized languages of IFLA -- English, French, German, Russian or Spanish -- by March 1. _____________________________________________________________________ MEDIUM TERM PROGRAMME A primary item of business at the Beijing conference was work on the new medium term program for 1998-2001. Each IFLA unit was asked to write a purpose statement or scope note, to draft goals with clearly defined and/or quantifiable targets, and to specify an action plan for 1998-1999 specifying how and what part of the goals will be achieved in these two years. SET approved the following draft scope statement: Part I: Scope. The Section focuses on research and practice relating to education and training for library and information professionals. It serves library and information science (LIS) educators, practitioners, and managers with training responsibilities. Appropriately educated, adequately trained, continually updated professionals are a requirement for effective and efficient information services. Education and training for library and information services concerns all IFLA's divisions and requires cooperation with them and other international and inter-regional associations who have a related mission. Of special interest to the Section is the state of LIS education and training in developing countries. The following draft goals were also approved: Part 2: Goals, 1998-2001 l. Foster international cooperation on basic and continuing education of library and information science (LIS) educators and practitioners. 2. Uphold the professional status of LIS personnel through internationally recognized qualifications for LIS work. 3. Maintain a current directory of world-wide LIS educational programs. 4. Maintain a current multilingual lexicon for LIS. 5. Offer professional development opportunities for LIS professionals and educators in developing countries. 6. Disseminate information on innovative curriculum developments and creative teaching methodologies and materials. Preliminary work on the Action Plan is as follows: Part 3: Action Plan, 1998-1999 a. Copenhagen conference on theme of LIS Education and the Electronic Environment b. World Guide. Plan mechanism for continuing updating. Determine if it will be made available through IFLANet. Appoint Editor and Editorial Board for World Guide. c. Update Hans-Peters Geh's 1976 effort to develop Standards for LIS Education Programs. d. Create a SET presence on IFLANet. The Information Coordinator should take responsibility for putting the Newsletter on the net. e. Assist in compilation of syllabi, reading lists, assignments and unit introduction as part of a cooperative project with ALISE for developing countries. f. Continue development of Glossary in cooperation with NCLC g. Do the workshop on Latin America if funding received from UNESCO. Plan another workshop on similar theme for Sri Lanka and Thailand. h. Develop a new edition of SET leaflet in 1998. i. Investigate the statistics gathering effort of associations and other groups with a focus on LIS education. j. Plan appropriate conferences for Amsterdam in 1999. k.. Issue a Newsletter two times a year. ` l. Continue to work on the reciprocity and equivalence issue by contacting known sources of accreditation and certification for various countries or regions and analyzing similarities and differences. Following Chairman Rückl's brief description of the Section and its activities, the following papers were presented: Hazel Dakers - The Library as a Key to Exploiting Economic Resources; Global Competence in the Library Oils the Lock Shaoyi He - Information Technology-Oriented Courses in LIS Curricula: A Comparison among Four LIS Schools Rowena Cullen - Biculturalism and Librarianship in New Zealand: A More Fundamental Change than Information Technology Xiaoying Dong - Transition of Library and Information Science Education in China: Problems and Perspective The response to the papers was very good and a lively discussion ensued. Workshop I, the first of a two-part workshop and meeting with Chinese educators, was held on Thursday, Aug. 29 from 9:00 am to 12:00 in the Convention Hall. The morning program featured two speakers on aspects of Chinese LIS education followed by two speakers on European and American LIS education, as follows: Ma Jin - Future Chinese Librarians and Their Training Sang Liangzhi - Professional Education and Occupation Training Ole Harbo - Recent Trends in Library and Information Science Education in Europe Evelyn Daniel - Library/Information Science Education in the United States; Looking Back - Looking Forward The papers were well received and generated much discussion. Workshop II, a seminar on education for library and information science in China, was held at Peking University and hosted by the Department of Information Management. Buses conveyed people to the site. After a tour of the Peking University library, a seminar with the local educators convened in the Dept. of Information Management with approximately 100 people participating representing 25 countries. Several professors and deans presented brief information about their programs with Xiaoying Dong ably providing consecutive translation. Bing Wang, who helped organize the program, also assisted in translating. Among those presenting were: Dean and Professor Wu Wei Ci, Department of Information Management,Peking University Deputy Director and Vice Dean Lai Mao-Sheng, Department of Information Management, Peking University Professor Peng Feizhang, School of Library and Information Science, Wuhan University Professor Xin Ximeng, Vice Director of the Chinese Academy of Science and Chairman of the Library Society of Central Organs and Scientific Institutes Dean and Professor Zou Zhi Ren, Department of Documentation and Information Science, Nanjing University Professor Lin Beidan, Director of Peking University Library Also participating in the seminar were Professor Wu Guang-Wei, Director of the Dept. Information Science, International Business College, Shanghai; Professor Fang Ping, Director of the Information Retrieval and Reference Department of the Faculty of Library and Information Science, Human Medical University; Dean and Professor Kang Zhongyuan, Department of LIS, Beijing Normal University; Professor Tang Xiangjin, Department of LIS, Zhongshan University; Professor Ma Feicheng, College of LIS, Wuhan University; Professor Zhu Yan of the National Library of China; and Associate Professor Sang Liang Zhi, LIS Department, Anhui University. More than a hundred other folks joined the group for a tour of the historic and traditional campus of Peking University and attended a reception and dinner provided by the University. _____________________________________________________________________ PROJECTS AND PUBLICATIONS World Guide. The World Guide to Library Archive and Information Science Education, edited by Josephine Fang, Robert Stueart and Kulthida Tuamsuk has been published in a 2nd revised and enlarged edition (München, New Providence, London and Paris: Saur, 1995). The series is IFLA publications: 72/73. The task will now be to keep the project up to date. Delimitation is a problem. How do we define our field? Should a list of educational programs include programs that are only information science, or should information management, archives, museology programs also be included? Barry Wiebenga will be the new editor. Chairman Rückl and he will work together on guidelines for the continuation of this important work. This will be an agenda item at Copenhagen. Multilingual Glossary. Steffan Rückl has continued to work on a multilingual glossary suitable for good translation and interpretation at IFLA conferences. Further work will continue to create a terminological database in English, German, French, Spanish and Russian following the ISO 5127 data structure standards. Workshop on Management and Use of Human Resources in Library and Information Work in Latin America (Chile). Ian Johnson submitted a proposal for this workshop, which was supported by SET and Division VII. IFLA has given it first priority and sent it to UNESCO in December 1995 rquesting funding. UNESCO's funding decision is still pending (since January 1996). Statistics on LIS Educational Programs: - Phase 1 (of 3). Evelyn Daniel submitted a proposal for a new project for 1997 to investigate data collection efforts by LIS educational associations and other groups. The outcome of this effort will be a written report to SET and IFLA Headquarters. Phase 2 would involve the determination and dissemination of a standard set of data elements about LIS education. Phase 3 would be a world-wide statistics data gathering and reporting effort about LIS education to be undertaken every four years possibly in conjunction with the revision of the print edition of the World Guide. This project is under consideration for funding by the Professional Board. Guidelines. Under Hans Peter Geh's guidance, IFLA published some Standards for Library Schools in 1976 but these have not been updated since. The absence of international standards or guidelines for library and information educational programs contributes to the difficulties of determing equivalence among them. One of SET's goals for the next medium programme is to encourage the development of LIS education guidelines and to promulgate them to the various schools. ELECTION OF OFFICERS FOR 1997-1999 1997 is a voting year for IFLA. SET will be electing new officers for the Standing Committee for the next two years. Several changes will take place in Standing Committee membership as we say farewell to those who have completed their terms on the Committee and welcome new members. Each member of the Section may nominate one candidate. Nominations must be in writing and reach IFLA Headquarters no later than 1 March 1997. Nominations must be accompanied by a statement from the nominee accepting the nomination and a statement of qualifications and present position. Nominees must agree to attend future meetings of the Standing Committee without cost to IFLA. MEMBERSHIP STATISTICS ______________________________ Based on the IFLA statistics of January 1996, there are 208 members registered for the Section on Education and Training. SET is a member of Division 7 (There are 8 divisions); other members are the Section on Theory and Research and the Section on Reading. SET also supports the Round Tables on Continuing Professional Education and User Education. FUTURE CONFERENCES We are looking forward to the 63rd IFLA Conference in Copenhagen in 1997.
